Comprehensive Community Solutions, Ins. (CCS) is a non-profit, tax-exempt agency founded in 1992. Originally formed to provide community services to individuals in the criminal justice system, the agency has grown to include a diversity of human service and affordable housing programs, giving life to its motto: Building Human Capital, Communities and Affordable Housing.
Our Mission: The mission of CCS, as a community charge agent, is to bring about fundamental transformation of neighborhoods, communities and the circumstances of those who live there, through programs and services which emphasize building capital, communities and affordable housing, including but not limited to:

Planning, developing and implementing programs which are designed to train, educate and make more self-sufficient at risk individuals, especially young people, inlcuding education, job training, counseling and assistance in finding employment;

Providing decent housing that is affordable to low and moderate income people, including but not limited to construction, rehabilitation, and management of such housing; and

Fostering sustainable communities through collaborative, neighborhood-based services and support which improve the social and economic fabric of the community.
The agency's other two areas of focus are Housing Development and Neighborhood Development. In tandem with the Youth Build Program, these initiatives seek to increase both the supply of affordable housing in the Rockford area, and to strengthen neighborhoods.
